GENERAL
Introduction: About Teekay
Teekay is a leading provider of international crude oil marine transportation services. Established in 1973, Teekay has developed from a regional shipping company into one of the world’s largest marine energy transportation companies. We bring energy where it is needed — anywhere in the world — to power the global economy and to improve people’s lives.
Teekay Shipping (Canada) Ltd. (“Teekay Canada”) is one of Teekay’s core service centres, located in Vancouver, British Columbia. As a service centre, our business focus includes corporate resources, finance and accounting, legal, tax, insurance, and information technology.
This Accessibility Plan applies only to Teekay employees who are employed by Teekay Shipping (Canada) Ltd. and our Canadian business operations.
Requirements
As a federally regulated company in the transportation sector, Teekay Canada and the services it provides, are governed by the Accessible Canada Act (ACA).
The ACA is a federal law enacted by the Canadian government in 2019 to promote and ensure equal access and inclusion for persons with disabilities with the goal of making Canada barrier-free by January 1, 2040. The ACA applies to all federally regulated entities, including companies, organizations and government agencies.
Per the ACA, all federally regulated entities must:
- Prepare and publish an initial Accessibility Plan
- Establish an accessibility feedback process
- Report annually on the progress towards the plan and address any feedback received
Teekay Canada’s Accessibility Plan must be reviewed in its entirety and published every three years.
The ACA represents a substantial step forward in fostering a society that is more inclusive and accessible for all Canadians, including individuals with disabilities1. We are committed to complying with the regulations outlined in the ACA. Our goal is to ensure that, as an organization, we have policies and procedures in place that support equitable access to opportunities for everyone. We embrace the opportunity afforded by the ACA to evaluate and adapt our operational procedures to create a more accessible workplace that is free from barriers.
1 Disability means any impairment, including a physical, mental, intellectual, cognitive, learning, communication, or sensory impairment – or a functional limitation – whether permanent, temporary, or episodic in nature, or evident or not, that, in interaction with a barrier, hinders a person’s full and equal participation in society.
Executive Summary
At Teekay Canada, our dedication to equity supports the goal of realizing a barrier-free Canada. We seek to ensure that every person, including those with disabilities, has equitable access to employment opportunities and that our work environment and culture enables their career to thrive. We pledge to proactively identify, assess, remove and prevent barriers that inhibit the full participation of our employees and those we do business with. Our Accessibility Plan is the result of a comprehensive evaluation of barriers across the Priority Areas outlined in the ACA and displays our commitment to constantly improving and striving for a barrier-free, accessible workplace. In accordance with the ACA, the following Priority Areas were evaluated in-depth:

Our commitments, summarized in Table 1 below, aim to foster a workplace that prioritizes accessibility and inclusivity, particularly for individuals frequently marginalized from full engagement in Canadian workplaces due to unaddressed obstacles.

Teekay Canada’s Accessibility Statement
We are committed to constantly evolving and improving to create a workplace that is increasingly accessible to all and free from barriers. We are dedicated to creating a workplace that enables full participation in, and access to opportunities for all individuals, including people with disabilities, through identification, prevention and removal of barriers.
The development of our Accessibility Plan has been guided by the following principles set out in the Accessible Canada Act:
- Everyone must be treated with dignity
- Everyone must have the same opportunity to make for themselves the life they are able and wish to have
- Everyone must be able to participate fully and equally in society
- Everyone must have meaningful options and be free to make their own choices, with support if they desire
- Laws, policies, programs, services, and structures must take into account the ways that different kinds of barriers and discrimination intersect
- Persons with disabilities must be involved in the development and design of laws, policies, programs, services, and structures, and
- Accessibility standards and regulations must be made with the goal of achieving the highest level of accessibility

PRIORITY AREAS
Area 1: Employment
Our Accessibility Goal
We aim to eliminate obstacles related to job opportunities and career advancement to provide fairness to all our employees and recruitment candidates, including people with disabilities. We are committed to nurturing a workplace culture where every individual feels they belong, are treated fairly, and can be fully engaged in their work-related pursuits.
Current Level of Accessibility
Teekay Canada operates with a team-oriented approach that seeks to recognize and honour the strengths of each employee.
- Teekay continues their diversity, equity, and inclusion (DEI) journey. As a global company, many of Teekay’s policies are established by a global team, which is a key consideration in making advancements in policies and procedures to meet and exceed our accessibility goals.
- Teekay has well-established anti-discrimination and harassment, equal-opportunity employment, and return-to-work policies.
- Employees have access to a comprehensive benefits plan, which includes short- and long-term disability coverage, access to telehealth and an employee assistance program.
- Employees in Canada work in a hybrid environment on a flexible schedule.
Actions
Commitment 1: Increase accessibility in the recruitment and selection process by:
- Developing an explicit accommodation policy, including common workplace accommodation requests, and request processes for recruitment (i.e., application, interview, and assessment processes) and onboarding by June 2025.
- Publishing our accommodation policy and request process on our HR Resources & Policies Site for employees and an abbreviated version in job ads for candidates by December 2025.
Commitment 2: Leverage existing organizational structures and goals to support accessibility by:
- Identifying opportunities to incorporate accessibility into Teekay’s overall DEI initiatives including the new DEI policy, DEI education and training opportunities, and our mentorship program by December 2025.
Commitment 3: Support understanding, and education initiatives related to accessibility and removal of barriers in the workplace by:
- Promoting a culture of understanding accessibility in the workplace through educational opportunities and communications provided by people with lived experience of a disability or by organizations that represent people with disabilities by June 2026.
Area 2: Built Environment
Our Accessibility Goal
Our goal is to create an environment where everyone feels included, comfortable and valued. To achieve this, we are committed to identifying and removing barriers to accessibility in the physical environment. By fostering a space that is welcoming and accommodating to all, we aim to enhance inclusion, belonging and overall well-being for everyone who interacts with Teekay Canada.
Current level of Accessibility
Teekay’s Canadian office building is located in the Bentall 5 building in downtown Vancouver and is managed by a property management company, Bentall; while the parking at the facility is operated by EasyPark. This limits Teekay Canada’s ability to directly make changes to the office building and parking facilities. With that said, there are several accessible features in place, including:
- Automatic doors at building entry points.
- Braille on the elevator (though, once inside, there is no audio that indicates the current floor).
- Accessible parking spaces; however, they are not near the entrance to the Bentall 5 building and may pose some safety risks.
- In the event of an emergency, there are two refuge areas with access to emergency lines to request assistance.
When entering Teekay Canada’s office space within Bentall 5, there are no automatic doors. With that in mind, the office space is equipped with:
- Wide hallways that are clear of any obstructions.
- Internal doors that slide and are easy to move.
- Signage that is high-contrast and tactile (i.e., raised letters).
- Sit-stand desks are available to all; and employees have the option to receive an ergonomic assessment to ensure their workspace is properly configured for their comfort and safety.
Actions
Commitment 1: Increase awareness of accessibility barriers throughout the building by:
- Communicating known accessibility barriers with Bentall and EasyPark, including recommended solutions by December 2024.
Commitment 2: Increase accessibility throughout Teekay Canada’s office by:
- Researching the time and budget requirements for the installation of tactile and Braille signage throughout the office by June 2025.
- Researching the time and budget requirements for the installation of automatic doors into the office and key common areas by June 2026.
Commitment 3: Improve our emergency response to support people with all types of disabilities by:
- Starting in 2024, look into understanding the requirements of our current and future employees in an emergency to ensure they are supported, treated with dignity, and have the resources they need to safely navigate the situation.
- Conducting research to identify, budget and plan training(s) provided by people with lived experience of a disability or an organization representing people with disabilities for floor/area wardens to support people with all types of disabilities in the case of an emergency by June 2027.
Area 3: Information and Communication Technologies (ICT)
Our Accessibility Goal
Our objective is to ensure equal access and participation for all individuals, including people with disabilities, in the technology we use to conduct our business. To accomplish this, we are dedicated to eliminating barriers to accessibility within ICT. By assessing our current state, we aim to facilitate equitable information sharing, provide equal opportunities to access company resources and promote inclusivity through digital communications at our company.
Current level of Accessibility
Teekay Canada’s employees use a variety of software and digital communication tools, including Microsoft Office Suite, Oracle Finance and Human Capital Management, and Citrix. In addition to these ICT and tools for internal communication, there are several considerations for publicly facing content, including:
- Teekay’s main company website does not currently meet Web Content Accessibility Guidelines (WCAG) 2.1 AA standards, but all video content is embedded through YouTube, which allows close captioning to be turned on.
- Teekay’s LinkedIn, Facebook, Instagram, X (Twitter), YouTube and Flickr profiles do not currently include descriptive text on posted images.
Actions
Commitment 1: Increase accessibility of Teekay’s public website as part of a full web audit by:
- Researching the time and budget requirements to incorporate WCAG 2.1 AA standards into Teekay’s website by December 2026.
Commitment 2: Provide accessibility support and guidance to employees by:
- Consulting with employees to understand which ICT tools they use most frequently and what accessibility features, if any, they have found helpful or imperative to their work by June 2025.
- Creating an “Accessibility Tools” guide for employees that highlights accessibility features available in the top 3 ICT systems used by our employees by December 2025.
Commitment 3: Enhance accessibility in Teekay’s social media presence by:
- Establishing a “Best-Practices Guide” for Teekay’s Communication Team to increase accessibility across social media platforms by June 2026.
Area 4: Communication (other than ICT)
Our Accessibility Goal
We are committed to removing barriers that prevent equal access to our non-digital communications to enhance inclusion, promote effective information sharing and provide equal opportunities to access company resources. By fostering an environment where everyone can fully engage and participate, we aim to create a more equitable and inclusive workplace.
Current level of Accessibility
Notably, the majority of Teekay’s communications are facilitated through ICT systems; however, there are opportunities to enhance the accessibility and inclusivity of non-digital communications as well. Specifically, Teekay has established brand standards and communication guidelines; however, current guidelines do not incorporate accessibility features or plain language considerations.
Actions
Commitment 1: Enhance the accessibility of formal communications and brand standards for internal and external communications by:
- Revising Teekay’s Communication and Brand Guidelines to highlight the use of plain language, high contrast colours and accessible design by December 2026.
Area 5: Procurement of Goods, Services, and Facilities
Our Accessibility Goal
We aim to enhance our procurement processes to promote greater accessibility and equity for all. We are committed to removing barriers in the procurement of goods, services and facilities to enhance access and foster equity for Teekay’s Canadian operations.
Current level of Accessibility
As a global company, Teekay’s Procurement Policy applies to the global organization and is not determined by the Canadian office. Currently, the Procurement Policy does not take accessibility into consideration.
We recognize that our responsibility to enhance accessibility extends to the procurement of goods, services and facilities at Teekay. We seek to proactively enhance accessibility in procurement with a particular focus on the Canadian context of our business which we intend to expand globally, where possible, as we progress on our accessibility journey.
Actions
Commitment 1: Enhance accessibility governance in the procurement process by:
- Updating our global Procurement Policy to incorporate a Canada-specific section that incorporates accessibility considerations through the selection of goods, services and facilities to offer barrier-free options that promote accessibility for Teekay’s Canadian operations by June 2026.
Area 6: Design and Delivery of Programs and Services
Our Accessibility Goal
We aim to remove barriers in the design and delivery of our programs and services to enhance access and foster equity within our organization and with stakeholders. By prioritizing accessibility in our program and service delivery, we aim to create an inclusive environment where everyone has equal opportunities to access and benefit from our offerings.
Current level of Accessibility
It is essential to note that all members of Teekay’s customer service team are located outside of Canada. There is a small business development team that is based in Canada. Teekay’s Canadian team interacts with clients by email, phone, MS Team and, occasionally, in person at Teekay Canada’s and customers’ offices. Currently, Teekay Canada does not provide employees with training to support them in understanding how to best meet the accessibility needs of clients.
Actions
Commitment 1: Provide employees with guidance and support on best practices for removing barriers to accessibility in the delivery of programs and services by:
- In partnership with Teekay Canada’s HR team, researching and developing a plan to provide accessibility training to all customer-facing employees in Canada to inform employees on accessibility and how they can put the training into practice to support the removal of barriers in the workplace by June 2026.
Area 7: Transportation
Our Accessibility Goal
Teekay Canada does not transport members of the public; however, we are committed to ensuring that transportation methods available to employees are equipped to accommodate their accessibility needs.
Current level of Accessibility
Teekay’s Canadian office is located centrally in downtown Vancouver and is close to Burrard Station, a major public transit hub that is equipped with accessible features including elevators and designated seating.
Beyond access to public transportation, employees who are required to travel for business purposes arrange their own transportation and can select options that meet their specific needs. There is an opportunity for Teekay Canada to ensure that access to barrier-free transportation for business purposes is made explicit to employees.
Actions
Commitment 1: Provide guidance to employees to ensure that they are explicitly aware of their ability to access barrier-free transportation options for business-related travel by:
- Incorporating access to barrier-free transportation for business purposes in Teekay Canada’s Accommodation Policy by June 2025.
CONSULTATIONS
Summary
The concept of “Nothing About Us, Without Us” supports the notion that persons with disabilities must be involved in the development of Teekay Canada’s Accessibility Plan. This further supports our efforts to identify opportunities to progress accessibility in our policies and procedures and built environment. We consulted the British Columbia Centre for Ability (BCCFA) in the development of our Accessibility Plan.
Consultation Process
The BCCFA was provided with a draft of our Plan as a PowerPoint document for their review. We followed this with a live session on May 7, 2024, to discuss the impact and significance of our goals towards creating an accessible workplace and experience for our employees, association members, and the public.
The session was hosted virtually via Zoom and the consultation team from BCCFA was asked in advance about any accommodation that would be needed for the session.
During the session, participants had the option to turn on closed captioning. Each priority area of the Plan was discussed and was accompanied by the same PowerPoint presentation for everyone to see as we discussed each action item.
Results
During the session, we reviewed each of Teekay Canada’s Accessibility Commitments and gathered feedback from the BCCFA. Overall, the BCCFA found the Plan to be clear and logical and shows a commitment to making a positive impact on the community through accessibility measures.
Most of the Commitments and corresponding action plans provide a coherent and logical progression. However, the BCCFA identified a couple of key areas where further elaboration on the actions was needed to provide a clear and meaningful commitment. This was incorporated throughout the Plan by:
- Integrating an active consideration for involving people with lived experience of a disability or organization who represent them when developing training, programs, and policies.
- Incorporating more opportunities to engage employees directly in the process of implementing our accessibility action items.
- Expanding on the explanation of some of our action items to make them clearer and more meaningful.
CONCLUSION
Teekay Canada is deeply committed to cultivating an inclusive environment where every individual can engage fully in all areas of our organization without encountering barriers, including individuals with disabilities. We firmly believe that executing the commitments and initiatives outlined in our Accessibility Plan will enrich the experiences of individuals with disabilities who interact with us, including both our employees and customers.
We understand that our dedication to accessibility must be an ongoing process in order to effectively identify and remove barriers today and in the future. We are resolute in our determination to support a barrier-free Canada by 2040 by working closely with people with disabilities to consistently refine and broaden initiatives under our Accessibility Plan to create a work environment that is free from barriers and supports the full participation of all.
